The apparent PC specs for the closed door E3 demo that they ran:
    CPU- Intel i7-8700K @ 3.70GHz
MB- ASUS ROG STRIX Z370-I GAMING
    RAM- G.SKILL RIPJAWS V, 2X16GB, 3000MHz, CL15
    GPU- NVIDIA GEFORCE RTX Titan
    SSD- SAMSUNG 960 PRO 512GB M.2 PCIe
    PSU- CORSAIR SF600 600W

This is most likely highly overkill, and without fps and resolution stats we can't really tell much by it.

The higher the better. It just means it will age better. Scaling down the video settings if necessary is no different to the game having lower fidelity graphics that can be run at max.

CP2077 only releases in April. More than enough time for a new graphics card anyway.

Some of the specs are clearly superfluous. Gaming doesn't benefit from 32GB memory. Lots of video memory is good for higher resolution textures, but regular system memory doesn't need to be higher than 16GB. And last I read an article on the subject, there is no difference between PCIe and Sata SSD storage for gaming. 500+MB/s is sufficient to not cause a bottleneck.
