I think the ground effect approach with reduction in wings should improve the overall racing and overtaking opportunities. It’s already better this year, but there’s still a huge understeer issue when following closely.

No, the biggest issue is the tires.

they fall away in performance after 5-10 laps and then everyone is stuck managing them till they pit.

It’s a combination of factors, but this isn’t really as much of an issue as they state. Hamilton set the fastest lap on 33-lap old hard tires, so it’s more a situation if they aren’t AS good as when they’re fresh, but it’s not like they’re undriveable.

It's either the tires or it's the petrol, but whatever they keep on "managing" means that they aren't all going all out all the time.

and that's the shame isn't it?

I "get" how dangerous refuelling is but at least it brought some spark and strategy to the sport

Agreed. I’m sure with technological developments in the past recent years they could make refueling safe. Would be great to get back to that era, flatout racing without the “management”.

The changes I would make :
    - Chase the teams so that the 2021 car rules don't get delayed till 2022. Shorter lengths too.

    Tyre changes :
    - Make tyres for 2 stop races, more chances for undercut/overcut.
    - Get rid of the "Top 10 starts on Q2 tyres rule".
    - Get rid of the "different compounds required" rule. Someone should be able to finish on 3 sets of softs if they want but keep one stop minimum.
    - Get rid of tyre blankets

    Pit changes :
    - One man per wheel pitstops like F2. Much more difficult and more chances for time to be gained/lost
    - Get rid of dummy pit stops, team mechanics must only exit garage when their car has entered the pit entry (extend the entry lane on tight places like Monaco), with a pit speed limit of 60km/h.

One point for fastest lap by the halfway point, another point by the end of the race.

Also, pitlane closes unless you are already at pit entry if there's a VSC or safety car.
