    Default Who is the guilty party when it comes to bad DLC?

    I'm not talking about meaningless DLC like a change of costume where it doesn't affect the game, or a significant DLC where you get value for money.

    Does anyone know where it all started, was there a company who could be considered the originator? Or was there no true beginning and it all just evolved over time?
