I cancelled Vodacom after a similar thing happened to me in 2014.
    1. I was in coverage area
    2. Ordered the package
    3. Could onky get full speed between 12am and 4am
    4. Cancelled after about a month and a half of testing and them saying "its working fine on our side". They finally conceded defeat

The catch is they don't promise anything...not even service.

There is no guarantee and no SLA.

Has it been more than six months since you signed up? If not then you could go the CPA route.
