Default Transfer speeds between two HDD's?

I just installed a new 2TB 7200rpm HDD and I'm trying to copy my Steam folder over but it wouldn't do anything so now I'm send each file separately but I think the transfer speed is way to slow per game. I'm averaging about 3 to 4 MB/s transfer rate. Is this normal as I'm Googling it and I see people saying 80 to 90MB/s is normal.
I have 43GIGs to go for the current game I'm transferring but windows says it will still take over 2 hours to do so. Something doesn't seem right.
Oh and both HDD's are internal.

Don't use explorer and you'll probably already see a major improvement.

But if it's many thousands of small files it's too be expected that performance will be affected.
