    Change the DNS on the DHCP to give you 8.8.8.8 and 8.8.4.4 instead of your ISP's DNS

    Most smart phones have a dynamic DNS setting which continues to use your mobile network operators DNS when connected to other wi-fi networks, could be why the phone works fine.

    No change, tried cloudfare's and google's ipv4 and ipv6

    Reinstall fixed network issues, but wow I have never had such an issue reinstalling windows before today.
