Core2 / Harpertown / Yorkfield does not have SSE4 ?

Interesting find, I could not get Windows 10 22H2 to boot on a Xeon E5450 running in socket 775. Checking the instruction sets I see it does not have SSE4. I know SSE4.2 is a requirement for Windows 11 24H2 but this is the first time I run into issues on Windows 10.
